Les activités de recherche de l'Ecole Nationale Supérieure de l'Hydraulique intègrent les réalités socio-économiques du pays afin de prendre en compte les contraintes d'aujourd'hui et les défis de demain. La forte exploitation des ressources naturelles engendrée par le développement Socio-économique de l'Algérie peut conduire à négliger certains aspects environnementaux et humains qui sont essentiels à son développement durable. Les projets de recherche menés par les chercheurs de l'Ecole tendent à anticiper les besoins de développement pour une meilleure gestion des ressources en eau.

Research activities of the National Higher School of Hydraulics incorporate the socioeconomic realities of the country to take into account today's constraints and tomorrow's challenges. The over-exploitation of natural resources caused by the socioeconomic development of Algeria can lead to the neglect of some environmental and human aspects that are essential to its sustainable development. The research projects conducted by researchers of the school aim to anticipate development needs for better management of water resources.

Prosfessors can be divided into several groups to propose a research project on behalf of the school. These projects are funded by the DG-SRTD (operation and equipment). Please meet the submission dates.

The timetable for NRP 2010 projects is as follows:

September 2010: receipt of projects

October/November 2010: selection of projects

December 2010: signing of contracts

January 2011: start of projects

December 2011: a mid-term evaluation

December 2012: evaluation of projects

What you should know'.

1°) deadlines:

  • The closing date for pre-submission, the first call: October 15, 2010
  • The closing date for submissions, the first call : October 30, 2010
  • The second cession 2010: [submission for new proposals from 1 to 15 December]

2°) Conditions of admissibility

  • Project submitted by team of 3 to 6 researchers (that may include researchers from foreign institutions, PhD students and support staff)
  • The project must be multisectorial, at least two sectors (two different ministries, except for the NRP basic sciences and some NRP of social sciences that require field surveys). For the NRP health, the socio-economic partner must be primarily a producer of health goods.
  • For exceptionally the universities that are not well-provided with higher ranking teaching staff, a researcher can supervise two projects but with a different human component.
  • The project manager must have a PhD if he belongs to a higher education or research institution.
  • For the projects selected, lecturer-researchers must devote their time to the project. Except their statutory charges of teaching and training, they can't be engaged in other remunerated activities, such as overtime.
  • PhD students can be counted as a permanent staff of research laboratories and can be members of the NRP projects
  • NRP Projects must be domiciled in research laboratories.
  • Teams that are not in the laboratory can be associated to a research laboratory after a notice from the scientific committee of the laboratory.

TASSILI Cooperation Programme 2012

The Hubert Curien Partnership (PHC) - TASSILI supports scientific cooperation between France and Algeria. In particular, it aims to support young researchers (PhD students). It is funded by the French Ministry of Foreign and European Affairs and the Algerian Ministry of Higher Education and Scientific Research. It is under the responsibility of the joint committee for assessment and forecasting (JCAF), made up of experts from the two countries.

Only the projects submitted by the two parts will be eligible, by the French part online on Egide's website, and by the Algerian part at the Algerian parent body (MHESR).

A specific call for tender « PHC Maghreb » will be issued for multilateral projects involving partners in the three Maghreb countries (Algeria, Tunisia and Morocco)

Type of projects concerned

The projects fall within the framework of a bilateral cooperation between Algeria and France and are therefore funded by both countries.

- The objective of the program is to promote the development of a high-level scientific cooperation based on research and training research as part of a collaboration between the two partner teams from universities, major research institutions or organizations. For the Algerian part, the project must be domiciled in an academic institution under the supervision of MHESR.

- In particular, the PHC-Tassili aims to support young researchers, that is to say those who have not defend their theses yet. We note the formula of co-direction and/or co-supervision for which the Algerian and French co-directors agree on the thesis subjects and parts of the work that need to be done in each country. The two co-directors are obviously involved in the examination board.

- All aspects of research and development are concerned: training, research,   and technological transfer. A partnership can develop one or more of these aspects.

- The cooperation shall encourage the grouping of research teams working on similar and/or complementary themes in order to set up networks.

Project criteria

- Teams that still have an ongoing partnership or whose project was completed in 2010, are excluded from the tender 2012

- It is not possible to manage more than one project and it is not allowed for one and the same team to participate simultaneously in several projects within the Tassili partnership. The project managers must be of the high ranking staffs or for the French part 'competent for directing the research'.

- the projects that are presented by renowned Algerian teams, belonging to an approved laboratory and whose research activities fall within the framework of the national research programs (N.R.P) defined by Algeria, will primarily be selected.

Project criteria

Partnership projects will be selected on the basis of the scientific excellence and thematic priorities that were set at the annual meeting of the JCAF, in consultation with parent bodies. The projects concerned are:

a) The research projects integrating an education oriented toward professional and doctoral training

b) The projects related to the following themes:

- Information Sciences and Technology (IST): computer science- mathematics and applied mathematics

- Biotechnologies: Health-Agriculture-Environment

-Economic, financial and management sciences

- Natural and technological hazards- Seismology and earthquake engineering

-Water resources: Production, Treatment, Distribution

-Environment

-Renewable energies and sustainable development

-Food safety

-Urban and rural architecture and new spatiality

-Literature- Humanities and social sciences

-Medical sciences

c) Projects relating to enhancement and/or development support in the field, especially socio-economic activities, are encouraged.    .

Institutions are encouraged to join and work on a common project to enable the new teams to take part in the program and set up networks.

In view of the very high needs of high- ranking teaching staff in Algeria, the JCAF seeks to promote the integration of the fellows of the  Franco-Algerian Program of Higher Education (FAPHE) within the Haubert Curien partnership. The partnership managers are invited to nominate, if possible, one or two candidates among lecturer-researchers belonging to an Algerian team.

In the same vein, the JCAF gives priority to projects having co-directions or joint supervision of theses. Algeria adopted regulatory measures to enable the institutionalized joint supervision to be the rule in thesis supervision. In this vein, the jointly supervised thesis projects should be detailed in the presentation of the project. Their number will be an important element of assessment.

Project selection committee

- For the Algerian part, the expertise of the projects is made by experts appointed by the Algerian supervisory authorities of the JCAF (MHESR).

-For the French part, the expertise is made by experts commissioned by the Ministry of Higher Education and Scientific Research and by  experts appointed by the French co-chairman of the committee. This latter synthesizes the French expertise to submit to the JCAF.

- The final decision of expertise is taken during the JCAF's sessions in a joint Franco-Algerian plenary training.

- The final ranking is determined by the joint Franco-Algerian committee at the annual meeting. This ranking is based on the criteria and guidelines determined annually by the joint committee.

- The ranked proposals are submitted for funding to supervisory bodies that determine the list of the selected Tassili programs, in view of the annual budget allocations.

Operating and monitoring procedures of selected projects

-the duration of the program is 3 to 4 years and cannot be extended.

- The program combines Algerian and French teams of a comparable size working on a joint research project, coordinated by the Algerian and French developers of the project.

-funding is granted on an annual basis. It must be consumed between January 1 and December 31 of the year concerned and it not carried over on the next financial year.

- The partnership adds, to human and material resources of institutions, additional resources   :

  • A one-week mission to France for the Algerian representative
  • Allowances for scientific visit in France for the Algerian senior researchers       (generally 2 weeks per year)
  • Allowances for scientific visit in France for the Algerian junior researchers (generally  2 to 4 months per project)
  • A one-week mission in Algeria for the French representative.

-          The program is evaluated on an annual basis by the JCAF (project managers transmit an annual activity report on the 1st December of the current year at the latest).

-          A mid-term evaluation (at the end of the second year) is made by the JCAF experts, based on the use of the allocated resources and the indication of publications and communications produced by the partnership.

Practical procedures for the submission of projects

-           launch of the tender : 1st March 2011

-          Deadline for the submission of applications: 15 may 2011

-          Meeting of the joint committee of project selection: end of October 2011

-          Beginning of selected projects: January 2011

Practical procedures for candidature

- The head of the French project enter and submit the application online on Égide's website

- The head of the Algerian project submit the application to the heads of institutions who transmit it to MHESR- Sub-Directorate for doctoral training 6 DPGRF. Proposals must bear the required signatures.

- The project manager must have all the necessary agreements: laboratory manager, head of institution, co-director of theses, persons involved in the project, before validating his application.

- The response to the tender consists of three parts:

-The stakeholders

-The description of the project: (descriptive, objective, theses topics, expected results'). The project manager distinguishes research discipline and functional area and provides in annex, every additional document or information deemed necessary for expert evaluators.

- The means of the project: (the existing human and material resources, required means')

In the part "Description of the project", don't forget to show:

* The part of training by the research with the number, and the names of the project members in diploma course with the target level (priority to PhD students), with the description of the thesis project (in one page at the most) and the name of applicant (if known).

  • The  potential links of the project with the socio-economical fabric
  • A synthetic table showing the execution calendar, and the contribution of every partner in the project is attached as an annex.
  • In the part "Funding", the resources requested in mobility should be expressed                               in days.
  • In the files concerning team members, you are asked to present the scientific path of researchers in an abstract of one page and the last five important publications relating to the project.

 

Program experts reserve the right to not examine the files that don't include these documents.
